Kelly Baden (she/hers) brings nearly 20 years of experience in reproductive rights to her role as Vice President for Public Policy at the Guttmacher Institute, which she joined in 2023. In her position, she oversees the Institute’s Public Policy team to advance evidence-based policies at the state, national and global levels. Before joining Guttmacher, Ms. Baden was the Senior Vice President of Strategic Initiatives at State Innovation Exchange (SiX), where she launched the country’s only national cohort of state legislators committed to reproductive freedom and built the organization’s first issue-specific program while originating the roles of Director, and later, Vice President of Reproductive Rights. At SiX, Ms. Baden piloted programs like convening a delegation of state legislators to visit El Salvador to learn about the devastating impact of abortion bans. Previously, Ms. Baden was in charge of the state advocacy and policy portfolio at the Center for Reproductive Rights; she has also worked at the National Institute for Reproductive Health, Physicians for Reproductive Health, Planned Parenthood Affiliates of New Jersey and EMILY’s List. Ms. Baden serves on the board of URGE (Unite for Reproductive & Gender Equity) and was a recent Reproductive Health, Rights, and Justice Fellow with the Rockwood Leadership Institute. She has a bachelor’s degree in political science and women’s and gender studies from The College of New Jersey.
