This is a huge step forward for state advocates, but the reality is that abortion care remains unavailable in Missouri for the time being due to licensing restrictions that make it extremely difficult for clinics to operate.

The global gag rule violates bodily autonomy worldwide by interfering with access to and education on abortion-related services.

But for 51 years, the Helms Amendment has interfered with access to safe abortion access in many countries. Helms prohibits all US-funded organizations from using US foreign assistance funding for abortion services.
Helms is often conflated with another US policy, the global gag rule, which prevents foreign NGOs that receive US funding (or their subgrantees) from using their own, non-US funds for any abortion-related activities.
These unjust policies threaten bodily autonomy worldwide and must end once and for all.

#RepealHelmsIn 2024, the gap between US states working to protect or restrict reproductive health and rights got wider. Our new analysis breaks down this year’s major state policy trends.
While some states worked to protect and expand abortion, gender-affirming care, and access to contraception, others ramped up restrictions, fear, and criminalization.
Our map shows abortion policies in effect in every US state. Here are the key stats as of December 13, 2024:
-13 states are enforcing total abortion bans
-7 states restricting abortion access at 18 weeks or earlier
-23 states are enforcing bans on gender-affirming care
-21 provisions were enacted to restrict abortion care access, while 39 provisions were enacted to protect or expand it.

But the overall number of brick-and mortar indie clinics has decreased by nearly a third in the last decade, and 76 indies have been forced to close or stop providing abortions since Dobbs.

Some providers are offering care past 15 weeks, but restrictions remain, keeping AZ in the "Restrictive" category on our interactive map.
Missouri: Constitutional protections are now in effect. While MO still has a total abortion ban and many other restrictions, advocates are working to expand access. The state remains at “Most Restrictive.”
Maryland: Already a leader in protecting abortion rights, MD’s new constitutional protections move it to the "Most Protective" category!

#ProtectTransYouth Iowa is the latest US state to demonstrate the harm that early gestational bans have on abortion access.
After a 6-week ban went into effect on July 29, 2024, clinician-provided abortions in Iowa dropped 38% from the average in the first half of the year.
Access to abortion pills via telemedicine in US states with shield law protections has likely softened an even steeper decline in abortions following the 6-week ban in Iowa and other states with similar bans.
As our expert Amy Friedrich-Karnik explains, if access to this care is undermined at the federal level, the abortion access crisis would become even worse. Guttmacher experts will be closely monitoring as the Trump-Vance administration takes office in 2025.

After Iowa’s 6-week ban took effect on July 29, 2024, clinician-provided abortions in the state dropped 38% from the average number of abortions in the first 6 months of the year, according to new findings from our Monthly Abortion Provision Study.
Abortion was already inaccessible for many Iowans before the ban went into effect. More than 1 in 5 Iowa abortion patients traveled out of state for care in 2023, as our data show.

#AbortionAccess Young trans people deserve health care that allows them to make decisions about their lives and futures with dignity. This must include access to gender-affirming care and the full spectrum of reproductive health care, including abortion.
In the US, state policy attacks on trans people have increased. In 2024, more than 35 bills were introduced to restrict access to, or outright ban, gender affirming care for young people.
At the federal level, President-Elect Trump has laid out some of his plans to eliminate gender-affirming care access for minors, including by blocking physicians who provide this care from receiving federal Medicaid and Medicare funding.
And the US Supreme Court will soon hear the case US v. Skrmetti, in which the state of Tennessee is attempting to restrict any gender-affirming care for minors. This is a dangerous and targeted attempt to undermine essential health care for trans youth.
Young trans people deserve better. We must keep fighting to protect bodily autonomy for all.

These results underscore the tenacity and critical role of advocates and supporters who know that everyone deserves abortion access in their communities.

#Election2024In the 2024 election, abortion won in 7 out of 10 US states where it appeared on the ballot. This is important progress toward protecting reproductive freedom for many more people.
When these measures take effect, they will enshrine protections for abortion in state constitutions.
The results also show that abortion continues to mobilize voters in the 7 states with successful ballot initiatives and even those where a measure didn't pass this year.
For example, Florida’s abortion rights measure earned more than 57% support but didn’t overcome the state’s high margin (60%) for passing a constitutional amendment. The results send a clear message and speak to the efforts of state advocates and majority of voters who want abortion access for all.
It's important to note that adding constitutional protection doesn’t automatically repeal bans or restrictions, and litigation is often necessary to overturn existing state laws.
Now more than ever, policymakers must step up to protect and expand abortion rights and access.

To clear a misconception: Learning about a pregnancy before 6 weeks does not guarantee anyone’s ability to have an abortion before a 6-week limit. It takes time to decide, find a provider, get funding and schedule an appointment.
All of this is much harder to do in the current US landscape, where 13 states have total bans, pushing abortion even further out of reach—especially for those who already face the most significant obstacles to care.

Reinstating this ban is a devastating violation of Georgians’ reproductive autonomy. This ban—like all abortion bans—is inhumane. Everyone should be able to access abortion in their community.
The 6-week ban will remain in effect indefinitely as an appeal of the lower court’s decision makes its way through the Georgia state Supreme Court. We will monitor and share updates if anything changes.

Immigrants in the US are more likely to encounter knowledge and financial barriers to abortion access than US-born patients, according to new findings from our Abortion Patient Survey.
Collected prior to the Dobbs decision, these data highlight the ongoing challenges that immigrants face when seeking care, especially with abortion banned in 13 states and severely restricted in several others.
Everyone, no matter where they are from, deserves access to the full spectrum of reproductive health care—including abortion care and coverage.

Learn more at the link in our bio ☝ Big news: Georgia’s 6-week abortion ban was blocked following a court ruling that it violates the state constitution. Abortion in Georgia is now allowed up to 22 weeks of pregnancy.
This decision is likely to be appealed, but for now it’s crucial to ensuring that more Georgia residents can get the abortion care they need and deserve.
As our expert Kelly Baden noted, “This is a hugely important win for Georgia and all credit is due to the Black women and their litigating partners who challenged this ban. The ban has had a devastating impact, including leading to the deaths of Candi Miller and Amber Nicole Thurman.”
In other abortion policy news, last week North Dakota's total ban was repealed following a court ruling that the state constitution protects the right to abortion.
This leaves 13 states enforcing total bans and many additional states are enforcing arbitrary gestational bans throughout pregnancy.

#AbortionIsHealthcare #AbortionIsEssentialToday marks a grim milestone: It’s been 48 years since the Hyde Amendment was first enacted. This US policy withholds insurance coverage of abortion from people enrolled in Medicaid and other federal programs in 32 states and DC.
Most of these states also have total abortion bans or bans based on gestational duration. Hyde increases barriers to care, even for people in states where abortion remains legal.
The harm of Hyde falls hardest on communities that have been systematically excluded from economic opportunity, including women living with low incomes and people of color.
To end this racist and coercive policy once and for all, Congress must pass the Equal Access to Abortion Coverage in Health Insurance (EACH) Act to guarantee coverage for abortion—no matter how much someone earns, how they're insured or where they live.
This would be a critical step toward ensuring that all people can make decisions about our lives and futures with dignity. 💪

There was a substantial decline in clinician-provided abortions in #Florida after a 6-week ban went into effect on May 1, according to new findings from our Monthly Abortion Provision Study.
The number of abortions declined by 30% in May and by 35% in June compared with the Jan-March 2024 monthly average of 8,050 clinician-provided abortions.
This 6-week ban has caused massive disruption to patients and providers in Florida, pushing #abortion care even farther out of reach for those already impacted by inequities in #ReproductiveHealth care.

#ReproRights101The 2019 domestic gag rule disrupted crucial sexual and reproductive health services made possible by Title X, the US publicly funded family planning program.
Though the rule was reversed in 2021, Title X is still struggling and the impact on clinics and patients has been devastating.
To recover, Title X needs robust funding and support to fulfill its mission and ensure equitable reproductive health care for all.

Recent court rulings have temporarily blocked several restrictions on abortion. Ohio’s category on our interactive map now shifts from “Restrictive” to “Some Restrictions / Protections.”
These restrictions were blocked due to Ohio’s 2023 ballot measure that enshrined the right to an abortion in the state constitution!
Here’s what’s changed:
-The mandatory 24-hour waiting period has been blocked, meaning patients can receive same-day care without needing multiple appointments.
-The restriction preventing qualified health care professionals who are not physicians from offering medication abortions has been blocked. Midwives, advanced practice clinicians, and physician assistants can now provide this care.
-The ban on telemedicine for medication abortions remains blocked, allowing telemedicine services to continue.
Any restriction may be the one that prevents someone from accessing the care they need.
Blocking these restrictions will have a huge impact on Ohio providers and patients, including state residents and those forced to travel from ban states to seek care in Ohio.

We were thrilled to join colleagues in Arizona to mark the 7th and final year of our Reproductive Health Impact Study (RHIS). This research effort tracked the effects of federal and state policy changes on US publicly funded family planning care.

Iowa now moves to Most Restrictive on our interactive map and joins 3 other states enforcing 6-week bans.
Six weeks is often before many people even know they're pregnant. With other existing restrictions, accessing an abortion in Iowa in this timeframe is nearly impossible.
Abortion seekers from Iowa are already traveling to states like Illinois, Minnesota, and Nebraska. Many more Iowans are likely to be forced to travel out of state for care with the 6-week ban in effect—and this travel comes at a steep financial and logistical cost. Alarmingly, donations to abortion funds have been slowing even as the need for support grows.
No one should have to travel for essential health care. Everyone deserves abortion access in their community. Full stop.

As the US abortion rate rises, the number of brick-and-mortar abortion clinics is declining.
Our new data shows a 5% decrease in brick-and mortar facilities (e.g., physical locations such as clinics or doctor’s offices) between 2020 and March 2024.
This decrease included clinics in the 14 states with total abortion bans, which were forced to stop providing abortion care after the Dobbs decision. Some of these clinics moved to states where abortion remained legal, while others closed or limited their services.
Even with the increasing availability of medication abortion using online-only clinics, brick-and-mortar clinics remain crucial sources of abortion care, accounting for more than 80% of clinician-provided abortions in 2023.

In major state policy news, the Iowa Supreme Court upheld its six-week ban. The Iowa ban could go into effect as soon as mid-July. The additional restrictions already in effect in IA will make accessing an abortion in that timeframe almost impossible.
❌Most enacted abortion restrictions so far this year focus on funding anti-abortion centers, through direct funding or tax credits. Florida leads with $29.5M, with 8 other states also allocating funds. These centers provide misinformation to prevent & delay abortion care.
In terms of policies that protect and expand SRHR care:
✨7 states expanded access to STI/HIV screening, treatment and prevention (AZ, CA, DE, HI, IL, LA, NJ)
✨4 states expanded funding & insurance coverage of doula care (CO, DE, NJ, MO)
✨6 states expanded funding and services for prenatal and pregnancy care (AZ, FL, LA, NJ, MO, RI).

Michigan has moved to Very Protective on our interactive map.
The judge cited the 2022 ballot measure enshrining reproductive freedom in the Michigan state constitution as a basis for the decision.
The block is temporary for now, but this is a huge win for Michiganders. Constitutional amendments are critical to expanding care.

LGBTQ+ people need high-quality and affordable abortion care. Data from our Abortion Patient Survey show that a substantial number of LGBTQ+ individuals in the US seek and obtain abortions: As many as 16% of abortion patients don't identify as cisgender or heterosexual women.
But LGBTQ+ people face unique obstacles to abortion access. There are also widespread attacks on the health and rights of LGBTQ+ communities, particularly anti-trans legislation targeting gender-affirming care for young people.
Everyone should be able to get an abortion when they want or need it. We must break down the barriers that prevent LGBTQ+ people from getting the care they deserve.

It’s been 2 years since the US Supreme Court’s Dobbs decision eliminated the federal right to abortion.
This decision radically reshaped abortion access across the US, with devastating implications for patients, providers and support networks.

More than 14,000 Texas patients crossed the border into New Mexico for an abortion last year. An additional 16,000 left Southern states bound for Illinois. And nearly 12,000 more traveled north from South Carolina and Georgia to North Carolina.
These were among the more than 171,000 patients who traveled for an abortion in 2023, new estimates show, demonstrating both the upheaval in access since the overturn of Roe v. Wade and the limits of state bans to stop the procedure. The data also highlights the unsettled nature of an issue that will test politicians up and down the ballot in November.
Out-of-state travel for abortions — either to have a procedure or obtain abortion pills — more than doubled in 2023 compared with 2019, and made up nearly a fifth of recorded abortions. On Thursday, the Supreme Court rejected a case that would have sharply curtailed access to medication abortion, allowing the pills to remain available to patients traveling from states with bans.

As data scientist and project lead Isaac-Maddow Zimet says: No one should have to travel hundreds or thousands of miles to receive basic health care.
Explore the latest findings at the link in our bio. 🔗 The Supreme Court has rejected the baseless case seeking to restrict mifepristone—used in the most common medication abortion regimen in the US.
As our Acting Co-CEO Destiny Lopez explains, we’re relieved by this outcome, but we aren’t celebrating. From the start, this case was rooted in bad faith and lacking any basis in facts or science. The Court’s only reasonable option was leaving access to mifepristone unchanged.
Even with this baseless challenge defeated, we must remain vigilant. The anti-abortion movement is ruthlessly pursuing its end goal of banning abortion nationwide.
In the face of these attacks, policymakers at all levels must advance policies that ensure everyone can access abortion care using the method that best suits their needs—including medication abortion.
